The Anti
Terrorism Training Program (ATA) is such a program. It is the #1 program funded by
the U.S. Government to fortify other countries’ counter terrorism efforts.
The entire ATA budget is only 1/12th of what it costs to build one jet fighter
to defend us.
Experts say the ATA can pay for itself for what it does in preventing terrorist
attacks.
(Yet Congress has cut the ATA budget many times since 9/11 – as much as 10% in the
first years following it).
Only one program does both of these and uses the force of finance instead of physical
force.
